The bill would amend the Civil Practice and Remedies Code and the Labor Code relating to liability of certain governmental entities in certain workers' compensation actions. The State Office of Risk Management and Department of Insurance assume any additional work associated with implementing the provisions of the bill could be absorbed using existing resources.The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house or on September 1, 2017. Local Government Impact According to Texas Municipal League, the fiscal impact cannot be determined.According to Texas Association of Counties, no more than 20 counties self-insure.
