                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 2, 2017      TO: Honorable Robert Nichols, Chair, Senate Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1699 by Geren (Relating to the participation by qualified persons in the Department of Public Safety's driver record monitoring pilot program.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to require the Department of Public Safety (DPS) to enter into a contract with any person qualified to provide driver record monitoring services. The bill would also proscribe DPS from limiting the number of qualified persons participating in the driver record monitoring pilot program. The agency anticipates being able to absorb any costs associated with implementing the provisions of the bill.The bill would take effect immediately upon a vote of two-thirds of all the members elected to each chamber.  Otherwise the bill would take effect on September 1, 2017. Local Government Impact No fiscal implication to units of local government is anticipated.
