The bill would amend the Local Government Code to allow a board of park commissioners in a county with a population of 580,000 or more adjacent to a county with a population of 2.8 million or more to create reasonable rules concerning the use of parks administered by the board. An offense against these rules is a Class C misdemeanor. Fines collected are deposited into the county's general fund.According to the Parks and Wildlife Department, this bill is not anticipated to have a fiscal impact on the state.The bill would take effect September 1, 2017. Costs associated with enforcement and prosecution could likely me absorbed within existing resources. Revenue gain from fines imposed and collected is not anticipated to have a significant fiscal impact. In addition to the fine, punishment can include up to 180 days of deferred disposition.
