                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 14, 2017      TO: Honorable Lyle Larson, Chair, House Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1862 by Lucio III (Relating to the designation of certain river or stream segments as being of unique ecological value.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Water Code to designate certain rivers or stream segments as unique ecological value. The bill would prohibit a state agency or political subdivision of the state from financing the actual construction of a reservoir in the designated segment. It does not affect the ability of a state agency or political subdivision the ability to construct, operate, maintain, or replace a weir, water diversion, flood control, drainage or water supply system, low water crossing or a recreational facility. The bill would not alter any existing property rights of affected landowners.    Local Government Impact No fiscal implication to units of local government is anticipated.
