The bill would amend the Education Code to direct the Texas Department of Licensing and Regulation to require that information relating to law enforcement procedures for traffic stops be included in the curriculum of each driver education course and driving safety course. The bill would also amend the Occupations Code to require the Texas Commission on Law Enforcement by no later than January 1, 2018 to establish a statewide education and training program on proper procedures for traffic stops, including information regarding the appropriate use of force, for licensed law enforcement peace officers. The bill also would require a licensed law enforcement officer to complete this education program by the earlier of the second anniversary of the date the officer is licensed as a law enforcement officer, or the date the officer applies for an intermediate proficiency certificate. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing resources.The bill would take effect September 1, 2017.
