                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 25, 2017      TO: Honorable Joe Straus, Speaker of the House, House of Representatives      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1920 by Flynn (Relating to the Palo Duro River Authority, following recommendations of the Sunset Advisory Commission.), As Passed 2nd House    No fiscal implication to the State is anticipated.   Local Government Impact The bill would implement recommendations made by the Sunset Advisory Commission (Commission) regarding the Palo Duro River Authority (PDRA). According to the Commission, the provision authorizing one or more PDRA members to withdraw from or dissolve PDRA could have a fiscal impact to PDRA and its county and city members, but any impact would have to be agreed to by all the members and cannot be estimated. Additionally, the bill would allow use of PDRA property for hunting and recreational purposes, and for lease to a person seeking to develop renewable energy resources. PDRA may realize a fiscal impact from these actions, however, the associated costs and revenue generated cannot be determined.
