Local Government Impact The bill would implement recommendations made by the Sunset Advisory Commission (Commission) regarding the Palo Duro River Authority (PDRA). According to the Commission, the provision authorizing one or more PDRA members to withdraw from or dissolve PDRA could have a fiscal impact to PDRA and its county and city members, but any impact would have to be agreed to by all the members and cannot be estimated. Additionally, the bill would allow use of PDRA property for hunting and recreational purposes, and for lease to a person seeking to develop renewable energy resources. PDRA may realize a fiscal impact from these actions, however, the associated costs and revenue generated cannot be determined.
