If the Legislature does not appropriate money specifically for the purposes of the legislation, SBEC could, but would not be required, to implement the bill using other funds available for that purpose.The bill would take effect immediately if passed within necessary voting margins, or September 1, 2017. Methodology This analysis assumes that the Legislature will appropriate funds specifically for the purposes of the legislation. Developing and implementing changes to the Texas Education Agency's (TEA) Educator Certification Online System (ECOS) system to support the new certificate type would be $103,423 in fiscal years 2018 and 2019. TEA estimates the Information Technology System department would need to develop, test, implement, and configure an online process to allow educators who are spouses of active duty military service members to retain the current fee exemption provision and apply for the three-year certificate. Technology TEA estimates the $103,423 cost in fiscal years 2018 and 2019 are related to updates to batch processes, modification of tables and reports, and the addition of new reporting elements to comply with the provisions of the bill. Local Government Impact No significant fiscal implication to units of local government is anticipated.
