                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 31, 2017      TO: Honorable Dan Huberty, Chair, House Committee on Public Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB194 by Bernal (Relating to providing for endorsements for public high school students enrolled in special education programs.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Texas Education Code Section 28.025 to allow a student who is enrolled in a special education program to earn an endorsement on their transcript.The bill would take immediate effect if it receives a two-thirds vote of both houses of the Legislature. Otherwise it would take effect September 1, 2017. It would apply beginning with the 2017-2018 school year.The Texas Education Agency indicates that any costs associated with the bill could be absorbed within the agency's existing resources.
