                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 4, 2017      TO: Honorable Dan Huberty, Chair, House Committee on Public Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB194 by Bernal (Relating to providing for endorsements for public high school students enrolled in special education programs.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  This bill would permit a student enrolled in a special education program to earn an endorsement if the student successfully completes, with or without modifications, the curriculum requirements for the Foundation High School Program, and without modifications the additional mathematics, science, and elective courses required for an endorsement. The bill would take immediate effect if it receives a two-thirds vote of both houses of the Legislature. Otherwise it would take effect September 1, 2017. It would apply beginning with the 2017-2018 school year.The Texas Education Agency indicates that any costs associated with the bill could be absorbed within the agency's existing resources.
