The bill would amend the Education Code to allow a student who transfers into the Texas public school system after completion of the student's 11th grade year in high school in a different state to be eligible for a high school diploma and graduation under certain circumstance as determined by an individual graduation committee (IGC). The bill would take effect immediately if passed with necessary voting margins, or September 1, 2017, and would apply beginning with student enrolled in public high schools in Texas as a senior in school year 2017-18.The Texas Education Agency indicates the agency could absorb any changes required by the bill with existing resources. Local Government Impact School districts and open-enrollment charter schools may incur some administrative costs resulting from additional IGCs; however, these costs are not expected to be significant.
