The bill would amend the Transportation Code allowing certain counties to establish a regional transit authority. The authority would be allowed to exercise eminent domain. The authority would be allowed to issue bonds. The bonds must be submitted to the attorney general for examination before the bonds are delivered. The Attorney General estimates any additional work from the bill can be absorbed within existing resources. The bill would take effect immediately if the bill receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
