                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 12, 2017      TO: Honorable Larry Taylor, Chair, Senate Committee on Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2039 by Huberty (Relating to creating an early childhood certification to teach students in prekindergarten through grade three.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Education Code to create an early childhood certificate. The bill would specify that a person is not required to hold an early childhood certificate to be employed by a school district to provide instruction in prekindergarten through grade 3. The bill would specify eligibility for a certificate and require the State Board for Educator Certification (SBEC) to develop instruction for the certificate in consultation with faculty members who provide instruction at institutions of higher education in certain education preparation programs (EPPs). The bill would take effect immediately if passed with necessary voting margins, or September 1, 2017.The Texas Education Agency indicates minimal costs associated with implementing the provisions of the bill. Local Government Impact To the extent they choose to participate, local government educator preparation programs (EPPs) which include certain school districts, charter schools, and county districts may incur costs associated with applying for and offering the early childhood certificate.
