The bill creates a new process to detach and annex property between districts.  The bill allows the detachment and annexation process to be initiated by an agreement of the boards of trustees without a petition.The bill would take effect September 1, 2017, or immediately if passed with the necessary voting margins. Local Government Impact No significant fiscal implication to units of local government is anticipated.
