                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 3, 2017      TO: Honorable Abel Herrero, Chair, House Committee on Land & Resource Management      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2099 by Kuempel (Relating to the annexation of an unincorporated enclave by certain general-law municipalities.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Local Government Code relating to the annexation of an unincorporated area of a county. The bill would only apply to a municipality with a population of 550 to 750 and is located in a county that is adjacent to a county with a population of more than 1.5 million and contains a municipality in which at least 75 percent of the county's population resides. A general-law municipality that surrounds an unincorporated enclave may annex the enclave, under certain conditions, without the consent of the residents of or owners of land in the enclave. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.
