Morrison, Chair, House Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2104 by Bell (Relating to the filing of a bond by a private high-speed rail operator with the Texas Department of Transportation.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 112 of the Transportation Code to require a private entity, prior to operation of high-speed rail service, to file a bond with the Texas Department of Transportation (TxDOT) in an amount to be determined by the Commission to be sufficient to restore real property used for the service to its original condition if the service ceases operation.Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could absorbed within the agency's existing resources.
