The bill would amend the Local Government Code to authorize certain categories of special districts that are engaged in regional participation agreements to incorporate into municipalities. Specifies the election procedures and criteria for such an incorporation.According to the Secretary of State, the bill would have no significant fiscal implication to the state.The bill would take effect immediately if it receives a vote of two-thirds of each house. If the bill does not receive the vote necessary for immediate effect, it would take effect September 1, 2017. Local Government Impact The bill would have no direct fiscal implication on units of local government. Any future financial impact would depend on when, and if, citizens of a special district voluntarily proceeded to incorporation, which would be subject to a vote.
