                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 28, 2017      TO: Honorable Roland Gutierrez, Chair, House Committee on Defense & Veterans' Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2154 by Guillen (Relating to required training for veterans county service officers and assistant veterans county service officers.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill amends the Government Code to require the Texas Veterans Commission (commission) to approve a provider of training for and certify veterans county service officers and assistant veterans county service officers.  The bill also requires the initial and continuing training to be provided by a public or private entity approved by the commission.  Under provisions of the bill, the commissioners court of an officer's county shall reimburse and officer's travel and lodging expenses incurred in attending training unless state funds are appropriated for that purpose.  Based on the information provided by the commission, this analysis assumes that the costs associated with the implementing the provisions of the bill could be absorbed within existing resources. The bill would take effect September 1, 2017. Local Government Impact According to Texas Association of Counties, no significant fiscal impact is anticipated.
