The bill would dissolve the Falls County Water Control and Improvement District No. 1 and transfer the assets to the City of Marlin. The dissolution would take effect on the effective date of the bill. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2017.
