BILL ANALYSIS H.B. 2308 By: Lambert Defense & Veterans' Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE Interested parties note that although the Texas Department of Motor Vehicles issues specialty license plates recognizing veterans who graduated from a military academy, specialty disabled veteran license plates that include the emblem from a military academy are not currently available. H.B. 2308 seeks to provide for one emblem from a military academy license plate to be included among the available specialty license plate emblems for a specialty license plate issued to a disabled veteran. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
