The bill would amend the Family Code to expand the list of persons authorized to conduct a marriage ceremony to include a county clerk or deputy clerk. The bill would amend the Government Code to authorize the collection of a $25 fee for county clerks or deputy clerks performing this ceremony. The fee must be deposited in the county treasury to be used by the county only to provide financial assistance to local charitable organizations for a public purpose.According to the Office of Court Administration, this bill would have no significant fiscal implication to the state court system.According to the Comptroller, this bill would have no effect on state revenue.The bill would take effect September 1, 2017. Local Government Impact According to the Texas Association of Counties and the Justices of the Peace and Constables Association, this bill would have no significant fiscal impact to local government.According to the Office of Court Administration and the Comptroller, the amount of revenue raised by this bill cannot be determined.
