LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION April 7, 2017 TO: Honorable Dan Flynn, Chair, House Committee on Pensions FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB2353 by King, Tracy O. (Relating to the composition of the State Pension Review Board.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend Government Code to change the composition of the Pension Review Board from seven to nine members. Under the provisions of the bill, the new members would be determined by the governor selecting one of three names submitted by the Texas State Association of Fire Fighters and one of six names submitted by the Texas Municipal Police Association and the Combined Law Enforcement Association of Texas. The Pension Review Board indicates that there would be travel and office supply costs associated with implementing provisions of the bill. This analysis assumes that those costs could be absorbed within existing resources. The bill would take effect immediately if it receives a two-thirds vote from each house, as provided by Section 39, Article III, Texas Constitution. Otherwise it would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
