RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2379 amends the Government Code to specify that the legal services of the office of inspector general of the Health and Human Services Commission (HHSC) that the executive commissioner of HHSC is responsible for performing are legal services related to open records, procurement, contracting, human resources, privacy, litigation support by the attorney general, bankruptcy, and other legal services as detailed in the memorandum of understanding or other written agreement required under statutory provisions relating to a centralized system of administrative support services for the health and human services system. EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
