                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 8, 2017      TO: Honorable Craig Estes, Chair, Senate Committee on Natural Resources & Economic Development      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2386 by Bailes (Relating to volunteer firefighter supervision of outdoor burning of waste consisting of plant growth.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code to allow a volunteer firefighter, acting within the scope of their duties, to fulfill the requirement for providing supervision of the burning of waste consisting of trees, brush, grass, leaves, branch trimmings, or other plant growth at a site that is designated for consolidating burning of waste generated from specific residential properties; located in a county with a population of less than 50,000; and located outside of a municipality.  The Texas Commission on Environmental Quality (TCEQ) estimates that implementing the provisions of this bill can be accomplished using existing resources.
