The bill would amend the Election Code allowing a runoff primary election to be conducted by mail if fewer than 50 votes were cast in the county in the general primary election and a runoff election is required in the county only for statewide offices or district offices filled by voters of more than one county.According to the Secretary of State (SOS) there could be some small cost savings to the primary fund due to a reduction in polling place staffing requirements for affected primaries. However, the SOS cannot determine the amount of savings at this time due to a lack of information regarding the number of impacted counties. This savings is not expected to be significant.The bill would take effect September 1, 2017. Local Government Impact According to the Texas Association of Counties, no fiscal impact is anticipated.
