H.B. 2413 seeks to address this issue by expanding the student information to which certain confidentiality provisions apply. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2413 amends the Education Code to expand the definition of "student information," for purposes of that information's confidentiality, to include identifying information regarding a student that is in the possession of a career school or college or any other school, educational institution, or business entity from which the Texas Workforce Commission (TWC) receives information or regarding which the TWC reviews information through its administration or enforcement of statutory provisions relating to career schools and colleges. EFFECTIVE DATE September 1, 2017.
