 A BILL TO BE ENTITLED
 AN ACT
 relating to making a voluntary contribution when registering a
 motor vehicle in certain counties for county health and welfare
 programs that benefit children.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter H, Chapter 502, Transportation Code,
 is amended by adding Section 502.4035 to read as follows:
 Sec. 502.4035.  VOLUNTARY CONTRIBUTION FOR CHILD HEALTH AND
 WELFARE. (a) When a person applies for the registration or renewal
 of registration of a motor vehicle, the person may elect to
 contribute an amount not to exceed $1.50 for the health and welfare
 of children in the county in which the vehicle is registered, if the
 county:
 (1)  does not impose a fee under Section 502.403; and
 (2)  accepts contributions made under this subsection.
 (b)  After deducting administrative costs, a county that
 receives funds from a contribution under Subsection (a) may use the
 funds only to support county health and welfare programs that
 benefit children in the county.
 (c)  The department shall adopt rules as necessary to
 administer this section.
 SECTION 2.  This Act takes effect September 1, 2017.
