                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 11, 2017      TO: Honorable Jim Murphy, Chair, House Committee on Special Purpose Districts      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2681 by Bell (Relating to the creation of the Blaketree Municipal Utility District No. 2 of Montgomery County; granting a limited power of eminent domain; providing authority to issue bonds; providing authority to impose assessments, fees, and taxes.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Special District Local Laws Code establishing the Blaketree Municipal Utility District No. 2 of Montgomery County. The district would have the authority for road projects. The district may issue bonds or other obligations without an election. The district may impose an operation and maintenance tax and a contract tax after the provisions of the contract have been approved by a majority of the district voters   voting at an election held for such purpose. The district may not exercise the power of eminent domain. The bill would take effect September 1, 2017.
