ANALYSIS H.B. 2700 amends the Transportation Code to require the Texas Department of Motor Vehicles (TxDMV) to issue specialty license plates to raise awareness of childhood cancer and to design the license plates in consultation with an organization that seeks to raise awareness of childhood cancer in Texas. The bill requires the remainder of the fee for issuance of the license plates, after the deduction of TxDMV administrative costs, to be deposited to the credit of an account in a trust fund created by the comptroller of public accounts outside the general revenue fund. The bill restricts the use of money deposited to that account to use by the attorney general to provide grants to benefit organizations operating in Texas that raise awareness of, conduct research on, or provide services for persons diagnosed with childhood cancer. EFFECTIVE DATE September 1, 2017.
