Morrison, Chair, House Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB272 by Thompson, Senfronia (Relating to the inclusion of education and training regarding human trafficking in the curriculum of commercial driver's license training programs offered by public junior colleges and career schools and colleges.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Education Code to direct the Texas Higher Education Coordinating Board and the Texas Workforce Commission to require that training on recognizing and preventing human trafficking, developed in collaboration with the Office of the Attorney General, be included in commercial driver license training curriculums.  It is assumed any costs associated with implementing the provisions of the bill could be absorbed in existing resources.The bill would take effect immediately upon a vote of two-thirds of all the members of each chamber. Otherwise, the bill would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
