                    BILL ANALYSIS             H.B. 2832     By: Oliveira     Business & Industry     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties contend that agreements between a property owner and a property tax lender for the payment of delinquent taxes on the property have the potential to create confusion for applicable mortgage servicers and that such servicers should be notified in advance by an owner who intends to enter into such an agreement. H.B. 2832 seeks to provide for such advance notice.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2832 amends the Tax Code to require a property owner, not later than the 10th day before the date the owner executes a contract with a transferee authorized to pay the taxes on the owner's property, to send by certified mail to any applicable mortgage servicer a notice that the owner intends to enter into a contract with the transferee authorizing the transferee to pay the delinquent taxes on the property. The bill adds a statement that such notice has been so mailed to the contents of the sworn document required to be executed and filed with the collector for a taxing unit for a property owner to authorize another person to pay the taxes imposed by the taxing unit on the owner's real property.       EFFECTIVE DATE    September 1, 2017.
