Morrison, Chair, House Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2861 by Phillips (Relating to Texas Department of Transportation and regional mobility authority comprehensive development agreements.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to authorize the Texas Department of Transportation (TxDOT) and/or a regional mobility authority to enter into comprehensive development agreements(CDA) relating to various highway projects specified by the bill. The authority to enter into a CDA for projects specified by the bill would expire on August 31, 2019.Based on the information and analysis provided by TxDOT, it is assumed that any costs or duties associated implementing the proposed CDAs would be accommodated within existing resources and through the allocation of the agency's existing highway planning and construction appropriations.
