Smithee, Chair, House Committee on Judiciary & Civil Jurisprudence      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2875 by Guillen (Relating to the imposition of additional fees for filing civil cases in Willacy County and Starr County.), Committee Report 1st House, Substituted    No fiscal implication to the State is anticipated.  The bill would amend the Government Code allowing courts in Willacy County and Starr County to collect a filing fee of not more than $20 in civil cases. The fee would apply to district courts, the constitutional county court, and justice courts in Willacy County. The fee would apply to district court, the county court at law, and justice courts in Starr County. The bill provides an expiration date of the filing fee. The bill would take effect September 1, 2017. Local Government Impact According to the Comptroller of Public Accounts, for each year Willacy County expects 385 filed cases anticipating $7,700 (385 cases X $20 filing fee) in revenue and $194 in expenses to process the filed civil cases.According to the Comptroller of Public Accounts, for each year Starr County expects 536 filed cases anticipating $10,720 (536 cases x $20 filing fee) in revenue and $268 in expenses to process the filed civil cases.
