                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 8, 2017      TO: Honorable Four Price, Chair, House Committee on Public Health      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2896 by Price (Relating to an annual report on laws regarding access, use, and sharing of protected health information.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code to require the Health and Human Services Commission (HHSC) to provide an annual report on state and federal laws regarding access, use, and sharing of protected health information.The bill would take immediately upon a two-thirds vote from all members of each house or, if such a vote is not received, on September 1, 2017.Based on Legislative Budget Board analysis of HHSC, duties and responsibilities associated with providing an annual report on state and federal laws regarding access, use, and sharing of protected health information could be accomplished by utilizing existing resources.
