Dutton, Jr., Chair, House Committee on Juvenile Justice & Family Issues      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2929 by Hunter (Relating to the qualifications for an impartial third party in certain civil disputes.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Civil Practice and Remedies Code to require an impartial third party appointed to facilitate an alternative dispute resolution of certain matters regarding a parent-child relationship to have 40 classroom hours of training in dispute resolution and 25 additional hours of training in the fields of family dynamics, child development, and family law. The bill would also require an impartial third party to have eight hours of family violence dynamics training. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
