The bill would allow a school district to apply for a five year waiver of any state requirement that hinders the district's ability to effectively compete with charter or private schools. The waiver's eligibility requirement would be a three percent decrease in a district's enrollment from the previous year. The bill would allow the commissioner to deny a request for a waiver only for good cause. This analysis assumes such a waiver program could be implemented with current TEA resources.The bill would take effect September 1, 2017, or immediately if passed with the necessary voting margins. Local Government Impact The granting of a waiver could result in cost reductions to eligible districts that decide to apply for relief from certain state requirements.
