The bill would amend the Water Code requiring certain home-rule municipality to provide water and sewer service to a general-law municipality if certain conditions are met. The bill only applies to a home-rule municipality that is primarily located in a county with a population of one million and a general law municipality with a population of less than 301 located in a county with a population of 150,000 or more. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.The Public Utility Commission anticipates no significant fiscal impact to the state from the provisions of the bill. Local Government Impact No significant fiscal implication to units of local government is anticipated.
