The bill would amend the Water Code requiring certain home-rule municipalities to provide water and wastewater service to a general-law municipality, on the request of that municipality and at the level of service requested by the municipality, if certain conditions are met. The bill would apply to a home-rule municipality that is primarily located in a county with a population of more than one million and a general law municipality with a population of less than 301 located in a county with a population of more than 150,000. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.The Public Utility Commission anticipates no significant fiscal impact to the state from the provisions of the bill. Local Government Impact No significant fiscal implication to units of local government is anticipated.
