                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 14, 2017      TO: Honorable John Frullo, Chair, House Committee on Culture, Recreation & Tourism      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2971 by Gooden (Relating to creating an offense for the administration of illegal drugs to breeder deer.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Parks and Wildlife Code to make it a Class A misdemeanor for a deer breeder or another person to administer or utilize an illegal drug or drug product for the sole purpose of enhancing the body appearance or antler growth of a deer.  The bill would exempt the use of approved pharmaceuticals recommended by a veterinarian from this violation.   Based upon information provided by the Parks and Wildlife Department, this analysis assumes the duties and responsibilities of the bill could be accomplished utilizing existing resources.
