                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 11, 2017      TO: Honorable John Whitmire, Chair, Senate Committee on Criminal Justice      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2991 by Phillips (Relating to the confidentiality of files related to complaints to and investigations by the Texas Commission on Law Enforcement.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Occupations Code to qualify the information a law enforcement license holder may obtain regarding a complaint made against the license holder. The bill would also stipulate conditions upon which a law enforcement license holder's case files are confidential in circumstances where the information or material is prepared or compiled by the Texas Commission on Law Enforcement (TCOLE) in connection with a complaint or an investigation of any person subject to TCOLE's jurisdiction.  It is assumed any costs associated with implementing the provisions of the bill could be absorbed within current resources.The bill would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
