                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 25, 2017      TO: Honorable Phil King, Chair, House Committee on Homeland Security & Public Safety      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3006 by Swanson (Relating to authorizing the provision of temporary secure storage for weapons at certain public buildings; authorizing fees.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would authorize a mechanism for the secure temporary storage of weapons in certain buildings or areas that are open to the public and weapons have been prohibited. This authorization would only apply in counties with a population greater than 3.3 million, currently Harris County. The bill would authorize a fee of up to $2 per day for the use of storage, and would establish procedures for the disposal of unclaimed or abandoned weapons. For purposes of this fiscal note, it is assumed costs associated with implementation could be absorbed by state agencies. According to the Comptroller, the fiscal impact of the fee provisions cannot be determined. This bill would take effect September 1, 2017.  Local Government Impact Harris County reported a one-time cost of $250,000 with a continuing annual cost of $125,000. According to the Harris County Hospital District, there would be no significant fiscal impact from these provisions.
