                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 7, 2017      TO: Honorable Lyle Larson, Chair, House Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3043 by Workman (Relating to the joint planning process for groundwater management.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Water Code defining Management Area Planning Groups (MAPG) as groups composed of groundwater conservation districts. The MAPG may request technical assistance from the Texas Water Development Board for the joint planning advisory committee.  The bill requires regional planning groups to submit a regional water plan that is consistent with the desired future conditions adopted as of the most recent deadline for the TWDB to adopt the state water plan.  The Texas Water Development Board estimates any additional workload can be absorbed within existing resources.The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.      Local Government Impact The Water Development Board anticipates no significant fiscal implication to units of local government from the bill.
