                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 8, 2017      TO: Honorable Gary Elkins, Chair, House Committee on Government Transparency & Operation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3047 by Dale (Relating to the meeting of a governmental body held by videoconference call.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Section 551.127, Government Code, to specify that a member of a governmental body who participates in a meeting by videoconference call shall be considered absent from any portion of the meeting during which audio or video communication with the member is lost or disconnected. The governmental body may continue with the meeting only if a quorum of the body remains present at the meeting location or continues to participate in a meeting if held by videoconference call. It is assumed that any workload increases or any costs to implement the provisions of this bill could be absorbed within existing resources.
