                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 19, 2017      TO: Honorable Eddie Lucio, Jr., Chair, Senate Committee on Intergovernmental Relations      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3071 by Rodriguez, Eddie (Relating to the equalization of the rates of production fees charged on certain wells by the Barton Springs-Edwards Aquifer Conservation District; authorizing an increase in the rate of the fee.), As Engrossed    No fiscal implication to the State is anticipated.  The bill would amend the Special District Local Laws Code prohibiting the district from raising the annual production fee more than 10 cents per thousand gallons of water per year beginning September 1, 2017 for water permitted for nonagricultural purposes.The bill would take effect immediately if the bill receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.
