The bill would amend the Special District Local Laws Code establishing the Windsor Hills Municipal Management District No. 1. The district would have authority of a water district, road district, and municipal management district. The district would have authority to impose an assessment on property in the district. The district would not have authority to exercise the power of eminent domain.The bill would take effect September 1, 2017.
