The bill would amend the Government Code allowing a municipality to satisfy the requirement to provide notice by newspaper by including the notice in a customer's utility bill and mailing notice to residents who do not receive a utility bill. The bill would take effect immediately if the bill receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017. Local Government Impact According to the Texas Municipal League, the bill could have a significant positive fiscal on municipalities.
