                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 27, 2017      TO: Honorable Four Price, Chair, House Committee on Public Health      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3152 by Thompson, Senfronia (Relating to the care and transportation provided to a sexual assault survivor by a health care facility.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would require the Health and Human Services Commission to designate certain health care facilities as sexual assault forensic exam (SAFE)- ready facilities and to post a list of SAFE-ready facilities to the agency website. Non-SAFE-ready facilities would be required to develop and submit a transportation plan to HHSC for a sexual assault survivor who chooses to be transferred to a SAFE-ready facility. The bill would also require HHSC to develop a standard information form for sexual assault survivors who arrive at a health care facility that is not a SAFE-ready facility. The bill would take effect September 1, 2017. Based on the LBB's analysis of HHSC, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
