The bill would amend the Local Government Code by adding a section relating to the transfer of extraterritorial jurisdiction between certain home-rule and general-law municipalities. The bill would apply to a Type A general-law municipality with a population less than 4,000 located in a county adjacent to a county in which a releasing municipality is primarily located. The bill would apply to a home-rule municipality with a population more than 750,000 but less than one million. The section of code expires December 31, 2023. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
