The goal of H.B. 3157 is to allow the use of a photoscreening device in Texas schools to detect vision disorders. H.B. 3157 amends current law relating to requirements for screenings in public or private schools to detect vision disorders of students. RULEMAKING AUTHORITY Rulemaking authority previously granted to the executive commissioner of the Health and Human Services Commission is modified in SECTION 1 (Section 36.004, Health and Safety Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 36.004, Health and Safety Code, by adding Subsection (b-1) to require that the rules allow an individual who attends a public or private school to be screened using photoscreening to detect vision disorders. SECTION 2. Requires the executive commissioner of the Health and Human Services Commission, as soon as practicable after the effective date of this Act, to adopt the rules necessary to implement the changes in law made by this Act. SECTION 3. Effective date: September 1, 2017.
