This bill would amend the Human Resources Code and the Health and Safety Code relating to standards for substance abuse facilities and programs operated by juvenile probation departments. The bill directs county and multi-county juvenile probation boards to include minimum standards for substance abuse facilities and programs in rules and standards they adopt.The agency estimates there would be a minimal cost associated with implementing the provisions of the bill. The LBB's analysis of the Juvenile Justice Department response is that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished within existing resources.The bill would take effect September 1, 2017.
