                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 13, 2017      TO: Honorable René Oliveira, Chair, House Committee on Business & Industry      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB317 by Canales (Relating to the consideration by certain employers of the consumer credit reports of certain employees and applicants for employment; providing administrative penalties.), As Introduced    No significant fiscal implication to the State is anticipated.  This bill would amend the Labor Code relating to the consideration by certain employers of the consumer credit reports of certain employees and applicants for employment; providing administrative penalties. The Texas Workforce Commission (TWC) estimates that implementing the provisions of the bill would result in additional complaints and increased workload. Based on the LBB's analysis of TWC, this analysis assumes the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.  Additionally, any costs to the state could be offset by penalty revenue. Based on information provided by the Comptroller of Public Accounts, the amount and timing of the penalty revenue is currently unknown; therefore, the fiscal impact cannot be determined.  Local Government Impact No fiscal implication to units of local government is anticipated.
